Dear Secretary Hull: As you know, I am planning to leave shortly for the Far East and in view of the rapidly approaching date of my departure I am finding it necessary to complete all plans.
Because of the prime necessity of being in close touch with the State Department’s policies and procedures, I should appreciate it if you could find it possible to assign Mr. John Carter Vincent as a member of my party. Besides relying on him in the course of the journey I could then count on him to see that all necessary details of planning within his sphere of activity are covered in advance of departure.
I want you to know how deeply I appreciate the fine cooperation I have received from the people of your Department, and particularly from Mr. Ballantine, Mr. Bohlen and Mr. Vincent.
