The Chargé in China (Atcheson) to the Secretary of State

1890. Political Vice Minister26 called me to Foreign Office this afternoon and made “oral statement” (of which he handed me text) as follows:

“President Roosevelt was reported to have stated in press conference that he has selected the Ambassador to China and is asking for agreement from China. In the meanwhile newspapers have prominently mentioned Major General Patrick J. Hurley as the likely choice.

We have heard nothing officially and therefore desire to enquire informally from the State Department if a decision has been made. For your private information, General Hurley is entirely acceptable to the Chinese Government.”
