The Acting Secretary of State to the Secretary of War (Stimson)
My Dear Mr. Secretary: There is enclosed a copy of an aide-mémoire dated November 7, 1944, from the Chinese Ambassador,20 stating that the Chinese Government desires to appoint an official to be attached to General MacArthur’s headquarters on the island of Leyte or in other parts of the Philippines which may be liberated, the purpose being to render aid to the large number of Chinese nationals residing in the liberated areas. The exact status of the official whom it is desired to attach to General MacArthur’s headquarters has not been notified to this Department. Oral inquiry of the Chinese Embassy has revealed that it is the desire of the Chinese Government either to designate a military officer of appropriate rank, if one should be available, or to despatch a Chinese consular officer to the liberated area.
It is respectfully requested that this matter be brought to the attention of General MacArthur to ascertain whether he is agreeable to making some arrangement by which the Chinese Government may be permitted to send an official to an appropriate point, or points, in the liberated area for the purpose named in the enclosed communication.
