The Acting Secretary of State to the Chargé in China (Atcheson)

1449. The Department concurs in the opinion expressed in the next but last paragraph of your 1752, October 31, 11 a.m.16 With regard to your final paragraph, the Department is taking up with the War Department the question of the future status of the four Foreign Service officers on detail to Army Headquarters and believes that, unless General Wedemeyer himself introduces the subject, it would be well for you to defer discussion regarding the four officers until you receive an indication from the Department of the result of its approach to the War Department.

For your information we plan, subject to agreement by the War Department, (1) to have Emmerson and Ludden brought home within a matter of months for reassignment on regular Foreign Service officer duty, (2) to assign Davies to the Consulate at Colombo, and (3) to continue Service’s detail to Army Headquarters if Headquarters desires his services. The foregoing plans are tentative and therefore treat them as only for your own information or for use should General Wedemeyer initiate discussion of the matter.
