The Chinese Ambassador (Wei) to the Secretary of State

My Dear Mr. Secretary: I have the honor to inform you that I have just received the following telegraphic message, dated September 25, 1944, addressed by the President of the Republic of China to the President of the United States of America:

“I am in receipt of your message of September 18 [16], announcing the results of your Quebec conversations with Prime Minister Churchill, for which I am most grateful. Chiang Kai Shek”

I shall be greatly obliged if you will be good enough to transmit the above message to its high destination.
