Naval Attaché states he now has reports from three separate Chinese sources regarding holding of military conferences designed to reform Chinese Army (re telegram 1432, August 19th) which are expected to terminate in about a week. Press announcement today of appointment new director [of] Conscription Administration [of] War Ministry59 presumably result of conferences.
