The Acting Secretary of State to the Ambassador in the Soviet Union ( Harriman )

491. Personal for the Ambassador. Additional information will follow as soon as possible on that aspect of the problem.

As to civilian officials of the Government, there is a statute84 Which definitely precludes acceptance unless authorized by Act of Congress.
