2687. Personal to the Secretary. This noon General Spaatz59 and I called at the Swiss Legation and expressed to Mr. Girardet, who is Chargé d’Affaires in the absence of the Minister, our deep regret at the accidental bombing of Schaffhausen by our Air Force.
