The Ambassador in the United Kingdom (Winant) to the Secretary of State

4901. Department’s 4730, June 15, 11 a.m. was immediately discussed with Sir Alexander Cadogan at the Foreign Office. In further conversation today Foreign Office stated that while they were in agreement with the action proposed by the Department and the [Page 36] method of presentation, they felt that they must again consult with the British Chiefs of Staff to be sure that they were still in agreement. Foreign Office realizes the need for haste and expects a reply from the Chiefs of Staff within the next day or two whereupon the Department will be promptly informed by telegraph.
