8500. Foreign Office has manifested concern over the very large requisitions being made by the Russians in Rumania. These, according to the Foreign Office, include 800,000 tons of wheat and a great quantity of corn and cattle. The Foreign Office stated that the Rumanian Foreign Minister⁴³ had said that if these requisitions were to be considered as part of the reparations due Russia by Rumania, they could probably manage somehow but that if such requisitions were not included in the reparations, it would result in the economic depletion of Rumania.

The Foreign Office expressed interest in learning when the American representatives on the Allied Control Commission in Rumania could be expected to arrive in Bucharest.⁴⁴
