The Secretary of State to the Ambassador in the Soviet Union (Harriman)

2060. The Department has received from the British Embassy here a memorandum proposing certain changes in the armistice terms submitted to Rumania last April. The Department has indicated in reply that it is agreeable to these additions, provided they are acceptable [Page 198] to the Soviet Government. Our reply does, however, recommend certain slight modifications.

The text of the British proposals and the substance of the Department’s reply will be sent to you immediately by telegram.
