The Ambassador to the Yugoslav Government in Exile (MacVeagh) to the Secretary of State
[Received April 5—11:30 a.m.]
Yugos 81. My Yugos 80, April 3, 8 p.m. Yesterday Prince Stirbey sent a message to Maniu in the following sense:
The time for halfhearted measures has passed.
