Department’s 1477, May 25, 10 a.m. Unless you have some strong reasons for not doing so at this time, you are requested to seek an interview with Salazar and renew the request for complete embargo of wolfram, preferably permanent but at least a temporary embargo for the duration of discussions on this subject. You will bear in mind that the Department is still in the dark as to the reasons occasioning the British change of position on this question.
The British Embassy still seems expectant of favorable developments in Lisbon although these have not been forthcoming.
