Department’s 353, February 10, 7 p.m.38 You are now authorized to tell Dr. Salazar that Portuguese participation in eventual Timor expedition is under consideration by the Joint Chiefs of Staff, and that this Government would welcome from him any information he may wish to put forward bearing on such questions as the timing, extent, and nature of Portuguese participation in such military operations.
You will determine the moment and the manner of conveying this to Salazar and the Department is confident you will be able to make good use of it in relating it to your negotiations to obtain fuller and prompter cooperation in the realization of our needs in the Azores.
