411. According to information received at AFHQ61 from War Office in London an agreement has now been reached with Soviet Government for repatriation of Soviet citizens now or in future held as prisoners of war in Mid East irrespective of whether the individuals desire to return to Russia or not. Statements will not be taken from Soviet nationals in future as to their willingness to return to their native country. Mid East has received instructions from London to implement this agreement and arrange as soon as possible for transfer of these persons to Tehran. Macmillan62 is apparently receiving instructions to this effect from the Foreign Office.
