Mr. Charles Bohlen: As Mr. Stettinius told you yesterday, and as I told “Doc” Matthews31 a week or so ago, Mr. Joseph Davies has received a communication on this matter indicating that no action is expected on our part. In view thereof I return to you the file on this matter including the proposed cable to Moscow on the question which we have held pending some word from Mr. Davies.
