The Chargé in the Soviet Union (Hamilton) to the Secretary of State
[Received May 3—1:45 a.m.]
1547. Please inform the Secretary of the Treasury, in further reference to your 1052, April 27, 8 [7] p.m. that Vyshinski35 told me [Page 130] this evening that the Soviet Government’s reply to the question raised by Mr. Morgenthau was that the Soviet Government is prepared to accept an invitation to send a delegation to a monetary conference at the end of May. Vyshinski stated further that while the Commissar for Finance would like to head the Soviet delegation, he could not do so since he was too busy here. Vyshinski continued that the Soviet delegation would be selected subsequently.
