4961. Reference Department’s 4886, June 21, 3 p.m. British at request of Dutch telegraphed British Embassy yesterday to ask Department to delay rubber talks until July 31. Dutch planning delegation of five including Westermann, Pauw,³⁰ Cremer,³¹ Honig³² and Zimmerman.³³ Westermann states he now finds it would be difficult to get Cremer, Honig and Zimmerman here from States before late July. In view this Dutch problem British also endorse end July date.
