For Hooker from Berle, reEmbs 8488, October 8, 2 p.m. Department believes France should be included in Article III, Section 5, EITO draft agreement as fourth power with right to nominate a member of the executive board, and that the revised draft agreement submitted to the conference for discussion after it has convened should include the French de facto Authority. It should at once be made clear to the French that the U.S. fully supports their inclusion on the executive board.
[Page 819]The Department believes little difficulty would result from leaving one place on the board open for council determination. However, the conference itself might decide this question if it arises, and designate the fifth power in the final agreement. Department tentatively believes that Czechoslovakia would be the logical choice for fifth power. [Berle.]
