The Ambassador in the Soviet Union (Harriman) to the Secretary of State

2900. ReDeptels 1751, July 22, 6 p.m., and 1838, August 2, 8 p.m.12 I have today transmitted to the Commissariat for Foreign Affairs the report, draft agreement and draft directive concerning the European Inland Transport Organization. Copies of these documents have also been transmitted to the Commissariat by the British Ambassador. The British Ambassador has had no specific instructions on the question of the preliminary talks but our communications to the Commissariat for Foreign Affairs are so worded as not to preclude such a proposal if the Soviets agree to full participation.
