The Chargé in Brazil (Donnelly) to the Secretary of State
[Received October 27—1 p.m.]
3868. The Brazilian Embassy in Washington has informed Velloso16 that the WSA is holding up the transfer of two tankers recently purchased by Brazilian interests on the grounds that Brazil has not yet agreed to enter the shipping pool of the United Nations. Velloso asked me to inform the Department that a committee in the Foreign Office has just completed a study of the shipping pool plan and that the Ministry will recommend to President Vargas that Brazil subscribe to the agreement. In view thereof he hopes that the WSA will facilitate the tanker transaction.
- Pedro Leão Velloso, Brazilian Minister for Foreign Affairs.↩
