Your 9820 of November 22 did not reach me until after the Cabinet had discussed the issues in the President’s message and reply made by the Prime Minister.15 Earlier in the afternoon on my own initiative I intervened with Eden, urging acceptance of the President’s proposal. Later when the reply came through I was at great disadvantage in arguing the case as the Embassy had not been kept informed on the issues before the Conference.
