3890. Re Department’s circular, October 7, midnight.⁹³ I have not yet had a reply to my note of September 13 inviting the Soviet Government to send a delegation to the Conference on Postwar Civil Aviation.

I have written again requesting an early indication as to whether the Soviet Government will find it possible to be represented at the Conference.
