Even before your telegram we had already taken up with the Joint Chiefs of Staff the subject matter of your 3691 of May 5, 8 p.m. In my judgment there is good prospect of getting a sufficient amendment of the decision to permit useful exchanges, and we are proceeding on that basis. We will take the matter up further through Bowles as you suggest. I agree that a considerable exchange of technical information will be necessary to have a satisfactory conference. [Berle.]
