600. Your 380, March 25, 2 p.m.76 On subject postwar civil aviation. While I learn that China is indicating interest in discussions at Washington and inquiring as to suitable date, there has been no indication of Chinese views on various aspects of postwar aviation. Minister of Communications, whose Ministry is concerned with aviation, tells me he has not been consulted. From what little I can gather, I am of opinion that Chinese will be inclined to favor an international aviation authority, and being suspicious of both their British and Soviet neighbors will be very cautious in their approach on the general subject.
