See Embassy’s 1724, March 2, 8 p.m. We understand a telegram was sent last night to the British Embassy in Washington proposing that preliminary and exploratory conferences composed of British Commonwealth and India, Russia, China, Mexico, Brazil and the French National Committee be held as soon as possible at Marrakech. No preliminary discussions would be held in Washington. We understand that it is contemplated that this conference would be followed by a further meeting in which the other United Nations would be present.
