In connection with the proposed agenda for aviation discussions with the British, it is suggested that consideration be given to including a provision on the terms of sale and licensing of aircraft exported. We understand the British are thinking about giving special inducements to foreign purchasers to buy British airplanes. For example, it has been reported in the press that KLM has ordered Tudors. While this is not generally believed, it may be that the inducements have been sufficient to cause them to order a type of airplane of which not even the prototype has been built.
