210. Now that the President is back the telegram to Ríos must not be delayed since telegrams from all American Presidents and King of England came almost 2 weeks ago, and Hull’s telegram to Fernandez24 [Page 807] and Rockefeller’s25 to Ríos, Morales and Fernández cannot be given out before Roosevelt’s to Ríos. The latter understands but the public does not and it is not doing us any good.
