689. Department’s 476, February 8, 5 p.m. The effect on Brazilian economy especially transportation would be decidedly unfavorable. Minister of Finance36 and Secretary of President Vargas37 yesterday [Page 723] strongly criticized our unilateral action in reducing shipment to 50,000 tons and requested an increase. They were told that the Embassy could not recommend a figure in excess of 50,000 tons monthly.
