Sir: Referring to my despatches Nos. 10604 of March 29, 10613 of March 30 and 10614 of March 30, 1943,24 regarding efforts I have been making with President Vargas to secure compliance with requests made by Admiral Beauregard on behalf of Admiral Ingram, I have the honor to transmit herewith a copy of a self-explanatory memorandum25 handed to the Embassy this morning by Admiral Beauregard with the request that I bring it also to the attention of President Vargas.

I shall take steps to do this.
