399. Your 516 of March 22.10 The Board of Economic Warfare is now certifying, and will continue during the 60-day period to certify for shipment, only those materials listed in despatch no. 158211 as importable. The Embassy should, however, bear in mind that materials [Page 175] covered by general license and weighing less than 2240 pounds do not require certification by the Board of Economic Warfare and some such shipments, even though considered non-essential, will undoubtedly continue to arrive until the Decentralization Plan is fully effective.
