4238. Department’s circular telegram, August 31, 4 p.m., and Embassy’s 4201, September 1 [2].⁷² Alternative III⁷³ has been discussed with Dr. Vidigal who has proposal under consideration. His reaction was definitely unfavorable and he stated that Brazil would impose import controls if our export controls are removed.

I believe that he would give favorable consideration to Alternative I.
