3432. An aide-mémoire in the sense of your 3678, May 29,36 was left with Department that day by Sir Ronald Campbell37 who was told that we had no objection in principle to making a joint statement with the British Government at the appropriate time. It was made clear to him, however, that we did not favor any hasty action since we still could not foretell what would emerge from the present conversations at Algiers and it was desirable that the French should be in full agreement before a public position should be taken by any foreign government. Campbell stated that he understood the force of these points and would raise the question again when the discussions at Algiers were a little more advanced.
