Recognizing the importance of winding up the negotiations as soon as possible and as you have already received our views and desiderata on all important points covered by the negotiations, we think it now [Page 785] feasible to authorize you to agree without further reference to us to such further modifications in the proposed agreement as you deem reasonable and which do not materially modify any principles already agreed upon. This authority is given to avoid unnecessary delay in concluding the agreement.
