Your 3207, November 2, 2 p.m. The Department wishes you without delay to approach the Spanish Government for certain concessions, either in a personal conversation with Count Jordana or, [Page 732] if you deem it preferable, in a conversation your Counselor may have with an appropriate high official of the Spanish Government. Among the particular concessions desired at this time are those set forth in the immediately following telegram no. 2384.5
