22. For Murphy. Berle’s reply to Sforza’s letter has already been telegraphed to you for delivery to the Count.11 Your 2010, November 16, 2 p.m. As you know, this Government has not followed the principle of having “protégés” or favorite candidates. It is the present plan of this Government to permit individuals of standing to proceed to Italy and there take part as citizens in the political life of the country. This was clearly understood with Count Sforza prior to his leaving. You may use your discretion in making this clear in Italian political and press circles. Though it should be stated as a matter of general principle, Department does not desire to give the impression that it disapproves of Count Sforza’s position, but rather that it is not sponsoring either his or anyone else’s political moves.
