Embassy’9 telegram No. 2565, April 12, 1 p.m. Strang58 says that while Massigli59 is prepared to cooperate so far, Pleven60 has not been willing to send any instructions recalling Bertaud to Africa (Department’s 2264, April 10, noon). Strang says that the British are hopeful Bertaud will himself telegraph from Trinidad for instructions and he added that the British are in full agreement that Bertaud’s presence in Trinidad is not helpful.
