The Ambassador in China (Gauss) to the Secretary of State

180. For Cultural Relations. Ministry of Foreign Affairs requests on basis of American cultural relations program that an additional expert be sent out for service with the Ministry of Agriculture and Forestry with the following qualifications:

An engineer with civil engineering training who has had experience in erosion control of large gullies in farm drainage, in individual farm irrigation measures, in spreading storm waters over grasslands to increase pasturage and similar works of erosion control, and soil and moisture conservation. Such a specialist should arrive in Chungking by March 15, 1943 so as to be ready to go to Lanchow on April 1. If the services of Mr. Willis Barrett of the Soil Conservation Service are available, the Ministry of Agriculture and Forestry would welcome him to work in this capacity.2
