The Personal Representative of President Roosevelt in India (Phillips) to the Secretary of State

113. Report on supply routes to China by Gordon Bowles is being air mailed.6 He quotes Foreign Office official here as saying Government of India has no objection to use of Tibetan routes but refuses to reopen discussions except on basis of joint arrangements with both Chinese and Tibetan Governments. Bowles understands from Chinese Commissioner that his Government, considering Tibet an integral part of China, will reject any proposal for tripartite negotiations including Tibetan Government. Commissioner believes China will not sacrifice principle involved for the small quantity of goods which might thus be received.
