The Personal Representative of President Roosevelt in India (Phillips) to the Secretary of State

55. Government of India has learned from Washington that Bowles having been refused a visa for Soviet Russia may now wish to proceed to China over the Karakoram Pass and through Sinkiang. (Department’s 701, December 10, 10 p.m.). The Foreign Office suggests that if it is his intention to proceed on that trip more or less immediately after his arrival in India there would be no advantage in his proceeding [Page 618] to India until April since the Karakoram route is not normally open much before May. It adds that this may be a point of importance in view of the congestion on air routes from United States to India.
