The Ambassador in the Soviet Union (Standley) to the Secretary of State

144. My 5, January 4, 8 p.m. [a.m.] The Chinese Chargé d’Affaires has informed me that as a result of recent negotiations with the Russians in regard to Chinese questions there were indications that an agreement on all points would soon be reached and that the Russians had requested that the final adjustments be left until the new Chinese Ambassador18 arrives in about 10 days. He stated that supplies for China were already arriving at Zahidan and were being moved by trucks to Ashkhabad; however, there were not sufficient trucks to handle all the supplies which were being accumulated in Zahidan.
