2322. President and Madame Chiang Kai-shek conferred in Cairo with President Roosevelt and Churchill last week of the month. The resulting tripartite declaration was considered by Chinese a great diplomatic victory for China as (1) constituting a promise by the United States of America and Britain to effect return to China of territories taken from her by Japan; (2) ensuring Manchuria against feared future encroachment by Soviet Russia; and (3) entailing no additional commitments [of] service on China’s part other than that related to the unconditional surrender of Japan.
