Department’s airmail instruction 2243, February 24 and telegram 525 March 2, midnight.8 The Minister of Communications informed the Embassy that he would issue instructions today closing all radio-telephone and radio-telegraph communication between Brazil and the Axis nations et cetera, in compliance with Resolution XL of the Rio de Janeiro Conference.9
