4633. Department’s 3410, November 5, midnight. Ribeiro Dantas, president of Condor, reports that he is making every effort to conclude his negotiations covering points 1, 2 and 3 mentioned in the Department’s telegram under reference by Wednesday evening. Sampaio promises to give his decision as soon as he can see Air Minister (he hopes) today.39 Dantas believes and the Embassy concurs, that a special announcement would be desirable.
