1639. Your 2157, June 22, 5 p.m. You are authorized to exchange notes with the Foreign Office along the lines suggested.

It is planned that rubber will not be handled through this purchasing commission. A special arrangement is planned by the Board of Economic Warfare and the Rubber Reserve Company⁷ whereby Allen⁸ will be designated by both these Agencies as head of the rubber program in Brazil. It is assumed that nothing in the proposed notes will interfere with these arrangements.
