414. The Brazilian Navy Department agrees to the operation of naval vessels from Rio de Janeiro and Santos as desired in the second paragraph of Department’s 312, February 9, 11 p.m.30
It would not be expedient for me to take up the matter of operation of planes with the Air Ministry before I have replies to my Nos. 377, February 7, 6 p.m., and 379, February 7, 8 p.m.29
