124. My 114, February 25, 4 p.m.46 Opposition to Standard Oil settlement has started on the ground that approval by the Cabinet [Page 589] alone is unconstitutional and that it must be submitted to Congress, which will not meet until August, to be put into effect. The Government seems to be wavering in its intention to carry the settlement through and make payment within 90 days of supreme resolution. I am, of course, making every effort to convince it to comply with its commitment.
