444. Understand from telephone conversation with Ambassador that you have received telegram from Buenos Aires informing you that the Argentine Government has discussed with the American Ambassador in Buenos Aires the possibility of Argentina making an agreement, on terms approved by the United States Government, for the acquisition by Argentina of the Bolivian rubber production. The Department desires to proceed with the proposed rubber agreement between Bolivia and Rubber Reserve Company and accordingly does not desire to consider any arrangement whereby this production would be made available to Argentina.

Your 530 of July 10.23 First suggestion as to change in wording of paragraph 4 of Note is approved. It is assumed clause at end of paragraph 4 beginning “and the Government of Bolivia would limit the consumption” remains unchanged.
