The Secretary of State to the Ambassador in Argentina (Armour)

815. Your despatch no. 5031.77 Draft reply approved, but the following suggestions are submitted:

At the end of the first sentence of the third paragraph, add “Although the use of blocked funds may be limited to purposes not inherently undesirable in themselves, the release of such funds to Axis partisans has the effect of increasing the free funds available to them and such increased funds may be used directly for purposes which prejudice the welfare and security of the American republics,”
2.
Page 2, Item (c) of the Argentine note indicates that transfers are still being made directly to Axis territory. The Department has been under the impression that such transfers had been stopped through the denial of the required licenses. If such is not the case, you should object to them even more vigorously than to transfers to France. Please clarify this point by telegram.
