186. Saw Rossetti last night in company with Mendez, Vice President, and the Minister said he will present resolutions of Rio to Congress next week and go before that body to insist on speedy ratification. He is confident he will succeed. This is undoubtedly the program since Mendez has instructed along this line. Rossetti said we may be sure that within a month the Axis Missions will have departed.⁷⁹
